30-day Foal Notification

30 Day Foal Notification is an essential part of a robust lifetime traceability system. It is the standard across the racing world.

Compliance in GB approaches 99.5%, where non-compliant horses undergo an appeal process and subsequent drug testing in order to be considered eligible to race at the expense of the breeder.

The Irish thoroughbred breeding industry aspires to achieve similar levels of compliance and we are here to work with breeders to achieve this goal, without having to apply stringent penalties.

To improve our compliance in Ireland HRI have introduced a new simple and free method for notification. Within 30 days of the new birth of your 2023 foal, activate your ePassport and that will serve as notification.

Following activation of your ePassport HRI encourage breeders to submit DNA sampling and to microchip foals as early as possible to ensure best practice.

How to Register on the ePassport App:

  • Go to your app store and download the ePassport on your smart phone
  • Once you have downloaded the app, click on the "Register for the ePassport" button on the home screen
  • Submit your registration with your email address and phone number
  • Once approved you will be able to access the ePassport app

From January 1st 2023, to notify HRI of the birth of your foal and to activate your ePassport, breeders/keepers will have the option to log into the app and submit the below information:

  • Date of Birth of the foal
  • Sire and Dam of the foal
  • Valid Equine Premises Number
